Edit: someone asked me if they can use watercolor pencils. I think yes - use pencils to make outlines but then follow up with a paint brush to blend and dilute and spread the paint. That's painting, right? I'm pretty sure it is. Lots of painters actually are mixed media artists because they always go back in with ink or pencils or whatever for whiskers or other tricky details.
