About the commercially produced criterion... I often buy postcards in museums, to support them. They are sometimes produced in small quantities, and they may have (small) promotional messages on the back. However, they are far from free! Are those allowed? How about cards from organizations like Oxfam Novib for that matter?

If they aren't primarily an ad pc, that's fine! Many non profits produce pcs and those are fine too!
