Is it OK to send leftover seeds from packets you've already planted this year? I think this would be a fun way to "move along" those partial packets and get something different in exchange! :)

I think a few partial packets would be ok, as long as it's an equivalent to a full packet, and they were clearly marked and well sealed.

Sending homegrown seeds are fine to- maybe make your own pretty packaging and send along some seeds you may have stored from your garden last fall. Be sure to label them and give a few directions!
